The jobs thing is aimed at the people the terrorist are trying to recruit, not the terrorists themselves. A guy who earns enough for three square meals a day, a place to live that isn’t a total hellhole and maybe save up for a nice trip to Mecca isn’t as likely to think “wow, I should totally kill myself for someone else’s political point.”
