Actually,they are in the government required smoking car. After all you are having an untold number of passengers who are sick, wounded, malnourished, homeless and missing loved ones due to the war. You don’t want them to have to endure the indignity and discomfort of a little bit of secondhand smoke from Oliver Warbucks’ cigars. On the positive side, Warbucks and the colonel might actually be more comfortable hanging on the roomy outside of the train instead of being jammed inside of the train like vacuum-packed sardines.
