Actually, in Los Angeles County, it is illegal. The trash bins belong to the service provider, as does everything in them once they are set out. They do this because they don’t want anyone taking the recycleables. Personally, I’d rather have someone who is willing to get up at 4 a.m. and dig through bins to make a few dollars have my cans than the trash company. Once, when we had a party, I put the bottles in a box on top of the recycle bin, so our regular dude could get them easily.
