My daughtr had our dog on a leash in a park when he pulled loose and ran wild. She had just stomped on the leash and was picking it up when a policeman quoted the sign about pets must remain on a leash. Without skipping a beat, she replied, “He was on the leash the whole time, I wasn’t.” The policeman gave a “point taken” laugh. The law said nothing about the owner.
