Not even out of suspicion, but out of concern that these individuals are strangers in a strange land dealing with customs, culture, and social situations to which they may have never been exposed. A JAMA study shows the human brain doesn’t fully mature until 18 to 21 years of age, and it is irresponsible to assume these young people are able to make all decisions comfortably for themselves. The fact that there are National Security issues to consider just underscores the need to help protect young people from themselves. Germany has a three stage program to help young people steer away from such bad decisions, I think Night Gaunt was the one who introduced it.
