My apartment building has 6 barrels, and they’re not assigned. Anyone can put trash in any barrel. Our upstairs neighbors have assigned the closest one to themselves, to the point that they would rather overfill it than put trash in other barrels. The problem is, the barrels are in the area where we park (our apartment is the only one with its own driveway) so their overfilling spills out onto our driveway. Talking to them is useless. They will also not move the barrel to where it belongs after the garbage men empty them, but they just put the trash in it, even if it’s in the middle of our driveway.
