The rock in not alway level and sometimes you have a high point or “shelf” of hard dirt that is in the aquafer but above the bottom water level. You can lower the water level to the shelf and the well runs dry, but the aquafer still has water. By driving a sharp point through the surface of the shelf you can get down to the lower water without digging a whole new well.
