Oldbutnotstupid: technically, senators are congressmen; Congree=House of Representatives+Senate. However, restricting congressman to its common use for representatives, the current and previous House have demolished all records for failing to pass legislation, so the current crop of congressmen and women have well earned the title of lazy lizards.

From my point of view, the Senate passes laws that they know the house won’t touch, the house passes laws they know the senate won’t touch. Thus they are both working and depending on which side you support the other side is lazy and won’t do anything.
So technically nobody is being lazy, since they are technically working.
