My beagle was like that. I eventually did the walk first. I would walk and walk and not let him stop until he just couldn’t hold it any longer. A vigorous walk helps you keep warm-ER as well. Not “warm” but better than standing in place waiting for him to do his business.
Taking care of the neighbor’s dogs. Told them they don’t get to go back in until they pee and poop. Some walks last 2 hours. I get the most baleful looks from the female dog. The male is content to sniff to his nose’s content.

Whenever I dog sit my sis’ Jack Russell he loves cold brisk days whenever we go for a walk.
