Caesar: Hey, what would happen if you filled out the census forms yourself and made everybody black? That would shake up the system! Huey: Hmmmm... Granddad keeps saying the government will use the census information for policy decisions. Caesar: So what happens if you mess with the census and Woodcrest suddenly has a lot more black folks?
