The basis for Feudalism was that the King (Emperor, Tasar etc) had been choosen by God to lead the Country, and therefore all of the land belonged to the King to use as he wished. The King delt out control of the land to those who supported him, and they became Lords, Barons, etc., and the Serfs belonged to them.
The Government did not owe the Serfs as there was no Government except the King.
