After chaos wrought by replacement refs, NFL officials continue to struggle to restore order on the field.
I think it comes under assisting the ball carrier rule. At one time, they actually equipped the quarterback with handles and threw him over the line – thus the rule permitting blocking, but not moving the carrier directly.
