Having spent time in several small towns (and by small I mean populations of about 1750, 1214, and 1912) most people take the local paper for grocery ads and take another paper from a nearby larger town or city for actual news. Most people in small towns know who died long before it makes it to the obits.

Pretty much what we are getting here in the capital city of Pennsylvania now, and only 3 days a week.

Take out the obits and it sounds like a good paper to me. Could probably cut down a little on that front page news, maybe add some bonus comics.
