I thought it was Captain Victorious. Or did that evolve over time? Well, even Roddenberry used “Space Central” (among other ideas) before coming up with “Starfleet Command” (TOS: “Miri”).

They changed the name after the Jack Kirby let them know that Jack had created a Captain Victory previously.
