Not so stupid. After all, he’s kept Cap running scared all this series, something you don’t see Mr. Negato manage. And he will manage something where Cap turns over about 100% of the profits made from products using his likeness to him and have Cap thinking that’s a good thing. Bixby’s just coniving, not stupid.

It took that long for rat to get the copyright paperwork back showing whole ownership of the Captain Victorious name. Gives him a bit more leverage in the percentage negotiations.
