the beginner is afraid of upsetting someone when he throws a flag so he just drops it, conversely the advanced official wants someone to challenge him so he can throw them out of the game
notice how the more advanced officials also look a lot more frazzled than the neophyte?
we always used to tell new officials that they’d go through 3 stages. afraid to call penalties, calling too many penalties, finding a happy medium.

The color of the officials’ penalty flags was changed from white to bright gold in 1965.

I thought the advanced official was so accurate, he could poke out the player’s eye with that flag, as one nearly did a few years back.

no, the beginner throws that weighted flag into the eye of a NFL lineman, virtually ending that luckless pro’s career…..
anybody remember that one?

Fourth stage, get hired by the SEC and just make stuff up.

Make stuff up? Like the tuck rule in the Raiders/Patriots AFC Championship game some years ago?
