Yes, Cathy does look just like the stereotyped schoolmarm depicted in movies depicting long ago times. And she matches quite closely (except for a little too much ankle showing) the guidelines for teachers I have read in collections from more than 100 years ago – when women were not allowed to be individuals. Certainly not a new fashion trend – unless we have come full circle again.

“Schoolmarm” is not a term I associate with fashion. This outfit manages to be both frumpy and stuffy, with neither comfort nor style to salvage it.
