I’m guessing it’s a reference to a concealed carry person who might have a regular weapon on his person, and, if that should fail or go empty, have a smaller one stuck in his sock which they can pull and continue defending themselves. I do love the silly ideas Tony comes up with.
There’s no reference, there isn’t a ‘point’, other than sheer ridiculousness. Reminds some of his earliest strips, which appeared in the ASU State Press.
