We’ve adopted very young kittens from shelters, and they made us pay a large deposit up front. When the kittens were old enough to be neutered, we took them back for the surgery and the deposits were refunded to us.
We had to promise (with deposit) to neuter the kittens by a certain date. Deposits were refunded. The shelters all kept in touch until the neutering was completed. Our puppy had been neutered days before we adopted him.
When I sold 2 collie pups as pets from a planned breeding they were both neutered before they went to new homes. The other 2 I kept to be shown, as were their sire and dam. I wanted to be sure the owners didn’t breed them.
I used to be against neutering (especially the males) until the two stray females had dropped 2 liters apiece at about the same time. It soon became a race of getting 2 or 3 cats neutered each week and the population explosion that was going on at my home.

Then they’ll be in that kennel forever (or as long as Mick & Mason keep the strip going).
