In total, 7,225,800 adults were under correctional supervision (probation, parole, jail, or prison) in 2009 – about 3.1% of adults in the U.S. resident population.
Locking up real criminals is easily justifiable. Locking up people for longer periods of time for victimless crimes (using drugs) than for murder, robbery, rape, etc. is a travesty. Oh well, at least the prisons for profit are doing well.
