Mutt and Jeff ran from 1907 to 1982. Bud Fisher drew it up until 1932, then his assistant Al Smith took over and continued it through 1980. This one is clearly Smith’s work. It looks to me like late ’50s or early ’60s.

They had short skirts in the ‘20s (hadn’t yet invented the word “mini”). Went back to longer skirts during the Depression of the ’30s.

Maybe not in the 20’s (wasn’t around then), but they were that short in the 50’s and again in the 70’s.
