The well-known expression (to many, at least) is: “Seeing is believing.” Hopefully this one is self-explanatory. (If not, then: http://dictionary.reference.com/browse/seeing+is+believing)
So, “Seeing ain’t believing” is a play on that because a mirage is seen, but not being “real”, it can’t be believed or trusted as being real.
It’s funny because it directly contradicts the long-held expression.
