    TrapperJohn: I have yet to see a professional union use a work-to-rule tactic except to prevent a strike. Work-to-rule is usually the result of bad rules and no good-faith negotiations from management. In my job steward days, I recommended a strike (the threat worked), but never a work-to-rule which only hurts the public. Anyone who knows unions from the inside (I was third of three generations of union office-holders) knows management lackeys when they read one.
