Relaxation like that in a cat is NOT an invitation to a tummy rub. You are asking for slashed hands if you try it.
My cat assumes this position all the time. We call him Mr. Adorable when he does ‘cause he’s so cute. (But he won’t tolerate a tummy rub.)
