Given that the strip was written during the Bush administration, this is about their prosecution of the war on terror, which really wasn’t that unlike the current president.
I’m not sure if the strips reprinted here have gotten to the point where Llewellyn declared his home to be an independent country. Then again, Dana might not be repeating them in the order they were originally written.
