Thats not the snow and the salt. That would be the snow, thaw and then freezing (or just freezing) breaking up the pavement.

But why do the holes appear in the same spot year after year? is it a soft spot underneath?

I remember when the Commonwealth of Pennsylvania was cutting the budget to pay the City of Philadelphia for the maintenance of state roads through the city. Mayor Frank Rizzo’s solution was to put up signs saying these were state roads and giving the phone number of the state office to call. All these years later I haven’t decided if he was one of Philly’s best or worst mayors. (Nutter’s pretty good in my view, but he has a lot of haters.)
