If you’re speaking it instead of writing it, it’s not literally “literally”. People use “literally” illiterately.

I think he really did mean “literally” in the first sentence. He’s that arrogant.
And then there’s “decimate”. The “deci” part indicates 10%, not the total or nearly total destruction it is often used to indicate currently.
