The aspect of Fergus and his cronies being tied to a parking meter goes against the grain of the freedom that he has in every other way. He goes around town with his buddies whenever he wants but walks on a leash with Mel. Heck, if your dog can vacuum the floor and drive a car, he doesn’t need a leash. Maybe it gives Mel the illusion that he is the boss.
