I don’t get it either. A hockey team will play short-handed while a team mate is in the penalty box.

In hockey, you can get a penalty for “too many men”…

It’s a bit of a convoluted joke. In hockey, a penalty gives one team a manpower disadvantage. Penalties happen a lot in hockey, so it strains credibility that a team would get a penalty for something that happens naturally in the course of a game.

A not enough men penalty is for a team who isn’t playing “manly enough”
