I think it’s a bit of both.
It’s Blago taking advantage of the law before he gets impeached. He was smart enough (and arrogant enough) to think he could get away with it before he got driven from office – and legally, unfortunately, he’s probably right. Law ≠ morality.
Whether his foe is Democrat or Republican, Hopeless Harry Reid always seems to get played.
Reid messed up in not seating Burris. He had no right, should have just sucked it up. Instead he made himself and the Senate look bad.
I wouldn’t call him “smart” more like “cunning”. And yes, they are dumb to have fallen right into the mess he prepared.
