Probably because the cameras were proven to be wildly inaccurate, even charging people who were sitting still; and also that the contractor working the cameras was paid by the ticket, so they had plenty of incentive to dole out tickets by the truckload. A bald-faced moneymaking scheme; and they weren’t even that good at it.
