Riley must not be trying hard enough. It is still possible to be feared individually even if you are not part of the most hated group. He just needs to work on his bullying methods. Although as slight as he seems to be, some bigger kid could just knock the stuffing out of him which kinda kills the whole fearsome persona thing.
