It should be not necessary to drag a dog – although it happens when owner is in a hurry and dog wants to make sure he/she/it reads everything on the message board – but a collar needs to be tight enough not to slip over ears and off the head but loose enough (usually try to get two fingers in) to allow breathing and no chafing.
The best way to get any animal to follow you is to take the leash, turn your back, and walk slowly away. (Also works with small children. No promises about teenagers.)

I always worry about the pads on their feet when the owner drags the dog along.
