Those hats were worn by law and not just in Germany. Everybody had to wear some sort of felted-wool beret, bonnet etc. to help out the wool industry. The guys are wearing a version of them (fashionable version always goes to extremes of course). Of course in colder climates it was no burden to wear a warm head covering.
