No, this came much earlier when flight 103 was blown out of the sky over Lockerbie Scotland by a state supported terrorist from Libya. The US wanted to retaliate by bombing Libya, but France would not allow the US bombers to use the airspace for the trip from England to Libya.
My French professor studied at the Sorbonne during the Hemmingway/Stein/Picasso/etc. days. She said they were called frites americanne. (They originated in Belgium.)
