Ruthie heard correctly. What the Mom said sounds exactly like what Ruthie said. Say it out loud and you will see.
Actually we grown-ups forget that children interpret what we say differently then what we mean. We say, they hear, the 2 are not equal.
As someone who’s hard of hearing, I find that having the speaker make eye contact (instead of just talking and hoping I understand) really helps.
Reminds me of the joke about the old couple. The husband boasts that he is 70 but still chases women. The wife replies that he is like their old dog, he still chases cars but wouldn’t be able to do anything if he ever caught one.
