Sometimes saying "I know a congressman is tantamount to saying “I know a judge”, better to know a judge than the law, or a lawmaker than the law… Slightly offish?
One reason people don’t know their congressman is that the don’t even bother to look at his name on the ballot when they vote. They continue to check mark those tired, lazy straight tickets. All they know is “Dem” or “Rep.” If people actually voted, things would be at least a little bit different.
You get a good caring representative, and the machine will get rid of him for you. You hear a lot about fact-finding missions – to exotic places – but our congressman once went to a dangerous middle-East country to help secure the release of a man from his district that had innocently been detained.Next election, he was defeated on an abortion/right to life issue – with campaign money for the opponent coming from outside the district!

I’m guessing this is from the Vietnam era, but the joke plays just as well today — maybe more so.
