Clerk: Here's your change, Mr. Drabble. Ralph: You're a little short. You owe me a nickel! Clerk: Three years ago, I gave you 20 cents change instead of 15 cents because I didn't have a nickel. You said you'd give me 5 cents back tomorrow, but you never returned. Ralph: I was hoping he'd have forgotten by now! Clerk: I can take your picture off the wall!

Ralph is a quick change artist and has been banned from all the other shops. He finally returned to where it all started hoping the statute of limitations had run out. If I was the owner, I would have charged interest.

I once cashed a check at the courtesy booth of a supermarket and saw a bounced check written by a co-worker taped to the glass. I guess he started shopping somewhere else.

In order to have “law enforcement” collect the value of a bad check, the merchant must pay a fee and sign a document prohibiting charging for the check (as prominently posted signs threaten). The crook is “punished” by making good on the check. What kind of deterrent is that. Everyone gets off except the merchant.
