A basset hound wouldn’t be able to reach that high up. They have short legs and are close to the ground.
But very long bodies – they’re quite large dogs. I don’t think the people are meant to be full-sized adults either.
Trust me, after having five basset hounds, they can reach up very nicely.

Maybe change his name to Angela? Maybe then these two would have known a basset from a blood hound.
Our B.C.s’ ears perk up when we address them “Border Collies!” Don’t know how they know, unless they put it together from all the talking we do with them.
