Poor Koko…and people with asthma or other sensitivities to smoke. Most urban communities (smaller cities and towns) where I live (upper Midwest) ban or restrict burning to a timeframe, but in rural areas it’s basically unrestricted.
Even burning firewood causes a lot of air pollution. I can see it hanging in the air like an ugly gray-brown blanket almost every day from November to March from my 7th floor office.
Yes, Here in California it’s illegal. We have citywide composting, which is great. Not just leaves, but food waste, etc. On smoke, when I was a child a friend of mine was in the hospital, nearly died, from inhaling poison ivy smoke someone burned in their leaves.

You have to get a burning permit in northern Wisconsin area and the fire danger has to be low. They do encourage composting.

I thought this was set in California, where due to the threat of wildfire, it’s probably not legal to burn leaves anywhere.
