This would not surprise me a bit.
The geniuses at DoT in my home town closed one of the three lanes in an area of town known for having much congestion and the resulting fender benders ( or vice versa) in an attempt to, get this, IMPROVE traffic flow!
So far it has not helped, if you can believe that!
In Jamaica, speed bumps are called “Sleeping Policemen”. If I can find the pic I took of one of the signs, I’ll post it (the pic is from 1981, the last time I was in Jamaica, so it may take me awhile to find it and scan it onto one of my PCs).
