They were renewed by the same method by every president and were totally benevolent areas where people could go in times of crisis for medical help and food. UNTIL 2002 When GW Bush retasked them as “detention camps” and gave a 360 million contract to Halliburton to refurbish them and fence them in to, as the press release stated, detain illegal aliens or threats to America.
