It looks like the copyright date is 1928, The 19th amendment to the US constitution (prohibiting the manufacture, sale,… of intoxicating beverages) was still the law of the land.
This sequence is actually relevant in a weird sort of way, with the three-ring circus – excuse me, presidential race – heating up. Prohibition is even relevant, though the substances and activities being prohibited are different.
