Same with handicapped bathrooms. Unlike parking spaces, which generally require permits, handicapped bathrooms are not exclusively for those with disabilities. It is common courtesy though, to allow a disabled person go ahead of anyone else line in order to use the stall.

As a caretaker, I am with Jim at least when it comes to parking spaces.
