As noted in other places Congress controls the budget, Clinton had a Republican Congress. The last one with enough members to actually do anything.
Both parties have helped to increase the deficit since whether it’s been too much spending or to little tax cuts (to stimulate the economy).
I left out Ford, right. Thanks. Carter did his best in the late 70’s, and thanks to Regan in 1980’s, to this day, there’s cutting and downsizing everywhere! Which my edlers told me when I was young, “never vote republican!”

Actually there is a woman-in-the-moon. She’s suppose to be more visable later at night. I think I saw her once. It looks like the full figure of a woman, not just a face. Though I believe ArthurAllen might be right in his observations about the shuttle program, and the space program in general. Think about it.

Budget cuts? There were no budget cutting in 1960’s the economy was great (before Nixon, Regan, Bush Sr., and G.W.Bush).

How lucky we are that our Dear Leader has determined that there is nothing more to learn about or do on the moon.
