None of this had to happen if only the NFL was more concerned with their actual on-field product. When you allow your teams to supply the balls they’ll be playing with, you’re asking for someone to alter them. I’m willing to bet this is a far more common practice than anyone’s letting on.
But what do you expect from a league that has no problem placing the officiating of their games in the hands of part-time refs who sell insurance or stock shelves from Monday through Friday? The NFL has brought all of this on themselves.
If a quarterback is much less efficient with properly inflated balls, then it IS a big deal when the team is caught using under-inflated balls. It’s like allowing one pitcher to throw spitters and the other not.

I’d rather each team be allowed to make the ball exactly as their quarterback prefers it. That sounds more fair than an arbitrary PSI.
