I don’t know about Berle’s neighborhood, but around here, if you setup an “apple cart”, the popo will demand to see your peddler’s license. Don’t have one? Go down to the city municipal building and apply. You’ll need the written permission of the property owner where you will be operating. If it’s public property, you need the permission of the “neighborhood association” governing the property. Attend one of the monthly meetings and ask for their permission, and you will be put on the agenda for consideration. They will formally propose it at the next meeting. Debate it at the meeting after that. Vote it down 3-4 months later. Operate your applecart anyway, and the popo will ask for your license again. This time they confiscate your cart and issue a citation for operating unlicensed.
