Mom! I want money to buy tokens to get tickets to trade for a fun size chocolate bar. With the money you spend on tokens, I could buy you 10 pounds of chocolate. Yes, but you wouldn't directly buy me any chocolate. However, you will give me money to buy tokens to win tickets to purchase chocolate. From my perspective it still a net gain. Not-exactly-a-slot-machine-o-rama!

We can’t appropriate money directly, but we can steer spending to support unions and corporations that are friendly to us who will then give us a small portion of the total money thrown down a rat hole as a reward for throwing it down their rat hole.
