More interestingly, why is he only drying one hand?

Actually, both his hands are mechanical. His other flesh hand (and his legs) got cut off at the end of Revenge of the Sith, so the only limb left was his mechanical hand.

Sith happens. He felt a disturbance. He had a bad feeling about lunch. He had to use some Force.

The hand being dried is the hand that was cut off in Attack of the Clones and replaced…so yeah :)
