We have a rule that new boxes can’t be opened until the old one is done. We did this by buying different kinds every week and not putting the new boxes anywhere near the “old” ones. The girls got used to it, so now it’s habit.
This battle doesn’t truly end until they are in college and have to spend their own money.

Best way to solve this problem is only buy one box at a time. If the kids want to play this game, they buy the other boxes with their OWN MONEY.
